chore(release): chart 1.4.166→1.4.167 + bootstrap-kit pin — Wave 24 (PR #1705 cloud fan-out) (#1707)

* deploy(self-sovereign-cutover): bump bootstrap-kit pin 0.1.29 -> 0.1.30 (Refs TBD-C18)

Pulls in the new step 09 (gitea-token-mint) shipped in chart 0.1.30
(PR #1704) so fresh + already-handed-over Sovereigns mint a real Gitea
API token at cutover and patch sme/provisioning-github-token.GITHUB_TOKEN.

Without this pin bump, the chart artifact at 0.1.30 is published to GHCR
but no HelmRelease consumes it — and t22 (and every existing prov) keeps
sending `Authorization: token <admin-password>` to Gitea, which 401s,
blocking tenant voucher checkout at journey step 16.

Republishes the chart bytes with #1705 catalyst-api image SHA `7adc8f1`
(catalog publish=true fan-out across all registered clusters).

The deploy-bot bumps `images.catalystAPITag` in values.yaml on every
new image but does NOT bump Chart.yaml — so the same-version OCI
artifact (1.4.166) stays frozen at the OLD image SHA. This collector
ships the Chart.yaml bump so Blueprint Release publishes a new
artifact, AND bumps the bootstrap-kit pin so Sovereigns pull it.

Bakes:
- PR #1705 fix(cloud): /cloud?view=list&kind=nodes fans out across
  all registered clusters (Refs TBD-E6, C3-010)
