* deploy(bp-guacamole): bump bootstrap-kit pin 0.1.21 -> 0.1.22 (Refs TBD-G6, C12-004)
Pull in the chart fix from PR #1692 (chart 0.1.22 published by
Blueprint Release at c1a364b6) so the t22 Sovereign's
catalyst-system/guacamole-server HTTPRoute reparents to
kube-system/cilium-gateway and flips Accepted=True.

* chore(release): bootstrap-kit pin 1.4.164→1.4.165 — Wave 18 collector
Bumps the bp-catalyst-platform HelmRelease pin in the _template
bootstrap-kit slot 13 so Sovereigns provisioning from this point
forward (and Sovereigns reconciling existing _template kustomizations)
roll to chart 1.4.165, which bundles:
- PR #1689 feat(openova-flow): Sandbox node type on flow canvas
- PR #1690 feat(sandbox): tier-bound MCP capabilities (Free/Pro/Ent)
- PR #1691 fix(ci): bump sme-services Containerfiles golang 1.22→1.26
(UNBLOCKS PR #1683 billing NATS fix + 4 other stranded SME fixes)
- PR #1692 fix(httproutes): retarget guacamole-server + openova-flow
-server HTTPRoutes to cilium-gateway in kube-system
Live impact: rolls t22 billing Pod from :72f82ea (broken, 18+ restarts
on `nats subjects overlap` error) to the new SHA with the
EnsureCatalystSMEStream fix. This unblocks the 4 voucher 502 endpoints
that gate the marketplace customer journey (TBD-C9, TBD-C10, TBD-C15
in WBS).
